  • Serve as regional assistant to the Statewide Director of BPC, oversee the development of quality improvement policies and procedures and agency/program review activities.
  • Coordinate quality improvement operations with inspection and certification field staff and provide supervision to and complete all relevant personnel functions for the SCA 3 DDs in the assigned regional office.
  • Provide oversight in the evaluation and assignment of complaint investigations, participate or preside on multiple committees, present at various in-service training venues including regularly scheduled statewide provider trainings, facilitate meetings with agency Boards of Directors and assist in the overall management of the Division of Quality Improvement.
  • Responsible for the survey and certification activities of all day and residential site programs operated in the assigned region.
  • Review and certification of all agencies providing Medicaid Home and Community-Based Waiver Services (HCBS) to people living in certified facilities or in their own homes in the assigned region.
  • Review of care coordination services and family support services, completion of utilization reviews at all ICF/DD programs and one specialty hospital.
  • Coordination of the ever-expanding workload being generated by new program development initiatives as well as the federally mandated shift to a managed care model for people with developmental disabilities.
  • Support and oversight between field office supervisory staff and Division of Quality Improvement's leadership.Telecommuting and office location to be discussed at time of interview. Possible locations include:500 Balltown Rd, Schenectady44 Holland Avenue, Albany703 E Maple, Newark25 Beaver St, New YorkThere is currently no Civil Service eligible list for this title.TransferCandidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.ProvisionalIn the event that there is not a valid eligible list for this title in this location, candidates who meet the following qualifications may be qualified for a provisional appointment:
  • One year of permanent service in a New York State administrative, fiscal, or programmatic title allocated to SG 29/M-3; OR
  • Two years of permanent service in an administrative, fiscal, or programmatic title allocated to SG 27/M-2; OR
  • A bachelor's degree and seven years of experience in the delivery of services to individuals with intellectual and/or developmental disabilities, with two years at a managerial level.If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed.Additional CommentsThe Office for People With Developmental Disabilities (OPWDD) and its Division of Quality Improvement is committed to creating and sustaining a culture of inclusion.
